This dynamic was on full display at the Sustainable Development Conference in Islamabad, where the same concerns about Pakistan's climate vulnerability, rapid population growth, and shrinking natural resources were raised, yet the solutions remained elusive.
The Loss and Damage Fund, hailed as a breakthrough, remains largely symbolic, highlighting the persistent gap between global promises and actual support. Adaptation financing, when it does arrive, often comes as loans, not grants, exacerbating Pakistan's fiscal challenges. This situation underscores the stark reality that Pakistan's efforts to address climate risks are undermined by a global financing system that is structurally unjust.
